No. However, certain pre-construction activities are allowed with Preliminary Design Approval from EACML, but any further work without consent is a violation and may lead to enforcement actions.
Standard applications take about 4 to 6 weeks to process, while larger or more complex projects may take longer due to additional reviews and regulations.
Penalties may involve stop-work orders, fines, demolition of unauthorized structures, processing delays, or suspension/blacklisting of responsible parties.
Yes. The 2025 PABR revision introduces minimum fire safety requirements for all developments, noise pollution standards, MEP design guidelines, and stricter enforcement for phased developments, especially during piling and foundation stages.
