The FBP application is made by submitting the Detailed Design package, which must include all architectural, structural, and mechanical-electrical-plumbing (MEP) construction drawings, materials specifications, and reports verifying structural soundness and fire safety compliance. The EACML’s technical team reviews these documents against the Final Design Approval and relevant regulations, ensuring full adherence to Eko Atlantic’s planning standards and engineering integrity before granting the permit. All submissions must be properly signed and stamped by registered Nigerian consultants and peer-reviewed where required.

The FBP also forms a mandatory prerequisite for obtaining the Certificate of Completion and Fitness for Habitation (CFH) after the project is finished. During construction, EACML retains inspection rights and may conduct site checks to verify conformity with the approved permit. Any modifications or deviations from the approved design require a Modification to Building Permit (MBP) before implementation. Compulsory Requirements

According to Chapter 5, Section 5.7 and Appendix I & J of the regulations, the following documents and conditions are mandatory for obtaining an FBP:

  1. Detailed Design Package
    • Full set of construction drawings (Architectural, Structural, and MEP).
    • As per Appendix JJ, Packages C.1, C.2, and C.3.
  2. Final Design Approval (FDA)
    • Must be valid and active at the time of submission.
  3. Appointment and Acceptance Letters of Supervising Consultants
    • Architects, Structural, and MEP Engineers (Appendix S).
  4. Peer Review Recommendations and Building Regulations Compliance
    • Reviewed by an EACML-approved Third-Party Consultant.
