The Final Design Approval (FDA) represents the second and conclusive phase of the Planning Approval process managed by Eko Atlantic City Management Limited (EACML). It follows the issuance of the Preliminary Design Approval (PDA) and focuses on the Schematic Design Stage, where all architectural, structural, and MEP systems are refined and coordinated in detail. The FDA ensures that the development aligns with approved concept designs, regulatory provisions, and technical standards governing Eko Atlantic City.
To obtain an FDA, the developer must complete and submit a comprehensive package including schematic drawings, peer review reports, soil reports, shoring and environmental studies, and consultants’ certifications. EACML then reviews the submission to verify compliance with the Lot Regulation Sheet, Building Regulations, and all planning requirements. Upon successful assessment, EACML calculates and invoices the applicable planning assessment fees, which must be paid before approval is granted.
Finally, the FDA remains valid for four (4) years, after which re-submission is required if construction has not commenced. This ensures that the project remains consistent with the latest codes, environmental standards, and development policies of Eko Atlantic City. The FDA thus serves as a pivotal regulatory checkpoint, confirming design integrity, safety compliance, and readiness for subsequent building control stages.
Compulsory Requirements
- Certificate of Survey (Chapter 8, Section 8.1)
- Schematic Design Drawings – Architectural, Structural, and MEP as per Chapter 6, Section 6.3 and Appendix JJ (Packages B.1, B.2, B.3)
- Soil Report and Soil Report Approval (Chapter 7, Section 7.2, item 2)
- Peer Review Report – covering Structural Stability, Fire Safety, MEP Systems, and MEP Minimum Requirements
- Shoring Drawings (Chapter 8)
- Traffic Impact Assessment (TIA) – where applicable (Chapter 12, Section 12.7)
- Environmental Impact Assessment (EIA) – required for developments exceeding 50,000 m² (Chapter 12, Section 12.8)
- Acoustic Report – confirming compliance with Noise Pollution Control standards (Chapter 17)
- Appointment Letters of Local Consultants – including contact details and Nigerian professional registration status (Appendix K)
- Consultants’ Professional Indemnity Insurance
- Model (Scale 1:500) – to be displayed at the Eko Atlantic City Sales Office
